Be actively transporting cargo from Canada or Mexico into the U.S.
Have a business office staffed in the U.S., Mexico or Canada.
Have an active U.S. National Motor Freight Traffic Association issued Standard Carrier Alpha Code & Department of Transportation Number.
Must own at least one power unit that transports cargo from Canada or Mexico into the U.S.
